Cities are facing a modern mobility paradox. The way people and goods move is evolving rapidly—yet the infrastructure that supports it is often managed with tools and rules from another era. Regulatory information that governs everything from vehicle lanes to curb access are still painted on pavement or posted on signs; digital records are buried in spreadsheets or nested in disparate databases with incompatible formats. As a result, cities struggle to keep up with the rising complexity of managing autonomous vehicles, delivery networks, shared vehicle fleets, and more.
That’s the problem INRIX Road Rules is here to solve.
A Brief History: From AVs to the Entire Right-of-Way
INRIX originally launched an early version of this product in 2018 as INRIX AV Road Rules. At the time, autonomous vehicles were poised to change the future of transportation. But they lacked a reliable, machine-readable source of roadway regulations—things like stop signs, lane usage, and turn restrictions. So we built a tool for cities to digitize and communicate those rules directly to AV operators.
When AV adoption didn’t accelerate as quickly as expected, micromobility emerged as the dominant mobility trend. By 2019, cities across the country were inundated with shared scooters and bikes. This shift in how people used the curb and sidewalk led us to expand the platform and rebrand it as INRIX Road Rules, broadening its scope beyond AVs to help cities digitize the full right-of-way: roads, curbs, and sidewalks. In the meantime, tools like INRIX’s Ride Report demonstrated how digital management could work when stakeholders use a consistent standard like the Mobility Data Specification.
The Pandemic Pause—and the Market’s Comeback
Like many innovations, Road Rules was impacted by the COVID-19 pandemic. As cities locked down and micromobility use dropped, we temporarily paused development and marketing efforts to focus on other priorities.
Today, the market has come full circle:
- Micromobility is more popular than ever, with cities seeing record usage of e-scooters, bikes, and delivery vehicles.
- Autonomous vehicles are now deployed in major cities by companies like Waymo, Tesla, and Zoox.
- Curbside management is in high demand, as cities balance competing needs like deliveries, ride-hailing, outdoor dining, and public safety.
The opportunity for cities to modernize how they manage the right-of-way has never been greater.
Introducing the New & Improved INRIX Road Rules
We’ve relaunched INRIX Road Rules to give cities a smarter, easier, and more comprehensive platform for managing the full right-of-way.
The latest version includes:
- Pre-loaded curb regulation data from INRIX Curb Analytics (at one-meter resolution) in 125 cities in the US & Europe.
- White-glove service to onboard roadway rules. Instead of trying to collect and manage this data manually, INRIX offers an optional white glove service to digitize your information.
- A fully redesigned user interface that’s intuitive and requires no GIS expertise
- Support for over 47 different features/asset types, including curbs, travel lanes, signage, bike lanes, hydrants, bollards, signals, and more.
- Asset management system integrations enabling automated updates of rules and regulations at the time of implementation of new physical assets.
- Link Asset Changes With Digital Rules: Leverage existing workflows to update curb and roadway rules as physical asset changes are implemented.
- Integration with open standards like and the Curb Data Specification (CDS) for interoperability with AVs and enterprise asset management systems.
- A machine-readable rules engine that enables seamless sharing and enforcement across systems
Whether it’s a temporary lane closure for an autonomous vehicle, a no-loading zone for a delivery driver, or a designated fire station entrance needing to be kept clear, Road Rules provides a single, up-to-date, source of truth for the public right-of-way that can be shared with public agency staff, road users, and fleet operators alike.
What Makes INRIX Road Rules Different
Unlike other solutions that require expensive hardware, limited-use apps, or vendor lock-in, INRIX Road Rules stands out in five key ways:
- Only Complete Solution
Digitizes everything from bike lanes and temporary travel-lane closures to fire hydrants and curb regulations—all in one platform built for today’s multimodal world.
- Auto Updating Through Asset Management Integrations
Leverage asset management workflows to automatically update your curb and street regulations based on the implementation of new signs, curb paint, construction permits, and more. - Pre-Loaded with High-Quality Data
Starts with curb rules already mapped using INRIX Curb Analytics, saving time and effort right out of the gate. - Bridges the Data Gap
Turns analog signage and policies into a standardized, machine-readable layer that can be shared across systems, operators, and agencies. - Built on Open Standards
Fully compatible with the Curb Data Specification (CDS)—ensuring future-proof interoperability and city-first data ownership.
These benefits make Road Rules a critical tool for cities looking to take control of their mobility ecosystem—quickly, affordably, and on their own terms.
Already Trusted by Cities Like Philadelphia, San Francisco, and Minneapolis
The City of Philadelphia has already put INRIX Road Rules to work in its efforts to modernize right-of-way management.
“Road Rules gives the City more capacity to improve ROW management through data and technology,” said Akshay Malik, Smart Cities Director for Philadelphia. “We can leverage existing data standards from the Open Mobility Foundation to map the ROW in more detail and test new ways to digitally manage it through our pilot in Center City, improving safety for drivers, cyclists, and pedestrians.”
Why This Matters Now
The future of transportation is here—and it’s more complex than ever. Cities need a system to help them manage AV deployments, plan curb space, coordinate temporary events, and enforce policies across modes.
INRIX Road Rule was built for this moment.
It’s the only solution that gives cities a digital twin of their right-of-way—built on open standards, designed for real-time collaboration, and ready to support the next generation of transportation infrastructure.
If your city is ready to modernize curb, sidewalk, and street rule management, INRIX Road Rules is ready to help.
